A ISO 8601 timestamp in local time.
This is the timestamp at which the observation was recorded. While the timestamp that represents the period of observation is at the top of the hour (i.e. 8pm for the 8-9pm period), weather stations record their observations at the end of the hour (e.g. 8:53pm).
